Urgent help: PC not booting

PC froze and so I pressed restart on the side and now it wont boot, the computer turns on and nothing shows, light on the monitor just blinks. I've tried taking components out and cleaning them, swapping and changing ram, removing the battery, moving the jumpers to reset the bios, I can't think of anything else.

I've got an epox 8rda+ and the error code it's giving is 'CF', the manual doesn't give much away as to what that means so im pretty stuck on what to do.

Not much help but all I can find is this:

1.BIOS chip inserted
incorrectly
2. Incorrect BIOS update
version
3. Mainboard problem
4 . Add-on card inserted
incorrectly.

Thats whats in the manual, i removed and re-inserted all add-on cards, 'mainboard problem' doesnt tell me much, i cant check or update the bios as the pc isnt booting and where do i check to see if the bios chip is inserted?

Anyone else got any ideas?
