Hi please help as I am very confused

The problem is that I have been away for about three months and the system hasn't been used. Today I've switched it on and I get a CPU fan error. Going into setup the fan speed is approx 580 rpm and I watch the CPU temp rise and rise.
However the CPU fan is properly connected to the mb, is the sealed h20 unit and its associated fans are running full blast. I am therefore confused as to he it has "failed" - can anyone help diagnose? Do these units fail? Anyone shed any light on how this has happened?
