Urgent Help PLS

Hello guys
I have just received the following components and started building my pc. Including to the below components i also have a HIS 6870 Iceq HD gpu. After i assempled the components and tried to turn on the pc, it makes a noise like booting for less than a second and then turns off. Any ideas??
I have tried removing the ram and the gpu and tried to boot but it is still the same. I AM DESPERATE!!!

I take it the ATX 4 pin and 24 pin are connected. CPU fans spins up and GPU is connected with a PCI connector etc?
 
Are all power connections connected including the 4 or 8 pin for cpu power.

Tried doing a CMOS reset, also check the memory ora in the correct slots some boards only like the memory in certain slots.
