What private information is stored on the console anyway? Provided you use redeemable vouchers. You don't have to use your main email address, you can make one solely for Xbox live which is what I would recommend anyway. You don't have to put your real name or address in, you don't have to register your bank account details either so...

Apparently, terrorists have been using private chat on 360 etc to conduct conversations as it isnt monitored. Im guessing that this is the reason.

i think the usual ... bomb .. kill president / world leaders / mass scholl rampage , usally gets the febs auto looking up your details ..... and mention them on the phone and its recorded straight away
