USB-C Cables and E-marker Chip

I read somewhere that all 240W USB-C to USB-C cables have an e-marker chip and are IF certified. Is this true? I normally buy the 3M Anker ones but there's some 3M ones available by KabelDirekt for less than a fiver which I think is a bargain. The only issue is there's zero mention of it being IF certified but does mention supporting Power Delivery 3.1 with Extended Power Range (EPR) and the integrated chip.

The standard only allows a maximum of 3A and 20V over a cable without an emarker chip, so a cable must have a chip if it's to carry 240W (at least if the source and sink devices both adhere to the spec). Certification isn't technically necessary, but should mean the cable meets the specs.
