USB-C monitor not detected unless connected when restarting laptop

I have a Samsung Odyssey G7 monitor connected to a laptop via USB-C to Display Port 1.4 cable. The issue I'm having is say I have the laptop running and not connected to the monitor, when I plug in the cable it doesn't get detected properly. I hear a Windows beep sound indicating it's detected a device being connected but there is no output on the display and it doesn't show up in the display settings, even after pressing detect displays.

If I restart Windows, then it works fine, even without touching the cable (so it's not a loose connection or whatever) or changing any settings. I've checked it's not changing the input to a different port or anything like that.
Note, the monitor has an external power supply, it's not powered via USB.

Has anyone else experienced something similar and/or got ideas on how to resolve this?
