usb device overvoltage system will shut down!

hi all, i just finished upgrading my case,water-cooling setup and 1000w power supply and ran into some problems, my 1st time turning the pc on i was greeted with the message usb device overvoltage system will shut down! at 1st i thought i might have some kind of short so i removed all of my parts including m/b and double checked for problems. i found nothing i also tired removing all usb devices and still i had the problem.
now and then i could get in to windows but the pc was lagging like hell and running really bad and the sound was cracking.
as a last ditch attempt i went back to my old psu and everything is perfect pc running mint no problems with sound and no overvoltage issues.
i bought the corsair 1000w psu second hand how could this be causing this problem? when i did manage to get into windows i could loop 3dmark and heaven benchmark with no problems?
most of the searching i have done point to the motherboard or usb headers?
just to top it all off i have had this problem with the same setup with a 1200w tough power psu! but i have been using a Alaska 750w venom for the last 8 months with 0 problems!
