USB keyboard not allowing me to select which OS

I am dual booting 2 separate win xp's on 2 hard drives. so i get the selection before windows start as to which windows to load.

with a ps2 keyboard i can select with this saitek usb keyboard i can't.

It works when trying to get into the bios and in the bios so motherboard recognises it, but I don't know why it doesn't pick it up at the select point.
 
I had a similar problem, basic ps2 keyboard though, I had to hold down the arrow key for a few seconds before it would budge. Very odd, never did figure out why.

in bios there should some option like usb keyboard support bios/os or usb keyboard support enabled/disabled, make sure it's turned on, just have a good hunt, other keywords would be usb emulation etc
 
on the bios all i can find is:

PS/2 Keyboard Power On -disabled
USB controller- enabled
usb 2.0 support - enabled
Legacy usb support - disabled
