USB keyboards - why cant use at bootup

Hard to get a sensible description in title ;)

I have a USB keyboard and have had a few others over the years.

Question is, it works in BIOS so I can do what ever I want the second it gets to the BIOS, so pc is powering it that early.

If however for example I need to select a dual boot OS or windows boot options after say a BSOD it refuses to work so I end up with the default or having to find and plug in an old PS2 keyboard ^^

Every USB keyboard I hav ehad has perfromed identically on different PCs so what is it that causes this issue and is there any way round it?
 
Its a lottery between the MOBO, BIOS & USB KB.

One USB KB will work as intended at bootup on one mobo but not on another mobo.
The same can happen with not working on the BIOS screen.

I have the Gigabyte UD5(?) and it behaves like this. There's a setting in the BIOS about enabling USB keyboard that fixes it.
