Perhaps I'm misreading the OP but are you looking for a version of Linux that you can run from Windows as it's host? The only version I know of that you can do that with is DSL.
Alternatively download the win32 version of vmware server (100% free) from www.vmware.com and run whatever linux you want as a guest OS inside windows.
Personally I do it the other way round, windows running as a guest OS in Linux under vmware server. I like to keep windows well and truly sandboxed.
I wish you luck in your endeavours. If you're a newbie to linux, you really don't want to pull that sort of headache as a first move, because there's a catch-22.
To speak to usb you need a driver; to get the driver you need the data on the usb stick. Best option: Give linux a presence on hd.
If you want to be able to stick linux into any pc, cdroms and dvds exist. Probably the best of them is the scientific linux dvd, which uses unionfs/squashfs to treat the dvd as the filesystem, with overwriting possible into ram disk. I booted it with 512MB on board and it showed 399MB free with kde running. http://www.scientificlinux.org
