If a restart fails to sort it, do into Device Manager and remove all USB and reboot again, if the hardware is working, windows will re-detect and install them again :)

Right, you need to delete infcache.1 from C:\windows\inf

To do so, you will need to take ownership of the file:

1) Find the file in explorer, right click > properties
2) Go to the Security tab
3) Click the advanced button
4) Click the owner tab
5) Click the edit button, and change the owner to be your own user account
6) OK out of all dialogue boxes, back to the folder in explorer
7) right click > properties (again)
8) Security tab
9) edit button
10) Give "users" full access rights
11) OK back out of all dialogue boxes
12) delete the file.

Now, reconnect all USB devices, starting with one that you KNOW works fine with the laptop.
