USB only reading at 1.0 spec

I currently have an issue where all my USB ports, including those directly mounted to the motherboard are all working at only 1.0 speed. Each time I plug any USB device in to any port I get a little yellow pop-up in the bottom right corner of the screen saying words to the effect of 'This device can perform faster when plugged in to a USB 2.0 port'.

Have I managed to somehow mess up some settings? I've no idea where to start checking, so any pointers greatly appreciated!

XP SP3 currently, going to W7 when my copies arrive next week. Need to get it sorted now if it's a reasonably quick fix to make backing everything up that much quicker...

It's a P4 3.2Ghz on an Abit AA8 M/B. It does run ridiculously slow when transferring over USB.

BIOS checked and all in order, I'm about to flash the latest BIOS settings, it's on the second release BIOS from mid-2004, and there's at least 10 newer versions available. Gonna go for the last one (issued in 2006).
