USB peripherals can't be unplugged and replugged

I've just completed a new build (i7 6700k, MSI z170a M7, Win 10 on a drive taken from old system).

Initially, the system wouldn't detect my keyboard at all, but after some fiddling around with the Windows hardware troubleshooting (I'm not entirely sure what I did) it detected my keyboard. However, it only detects my keyboard and mouse along with other USB devices when they're plugged in from boot up - if I attempt to plug them in while the system is on then they do not work. The same occurs for my phone - it doesn't get picked up when plugged in while the system is on.

I've tried installing the USB drivers from the motherboard driver disk and the MSI website.
