USB problem on start up with Tyrannosaur PC

Hi all, just a quick question about a problem I'm having with my new Tyrannosaur PC.

Basically when I boot up the PC in the evening after closing it down the night before, none of the USB ports work. Keyboard doesn't work or mouse or anything else that's plugged in to a USB. The only way I've found to bring them back is to shut down the PC and then turn off the power Via the switch on the power supply. Turn it back on 30 seconds later, reboot and they will then work.

So is there a problem or do you always have to turn off the power after shutting down the PC?. Never had anything like this with the old PC (5 years old, so out of touch with up to date systems). Or is there likely to be a setting in the Bios (Asus) or Windows 7 to make them work straight away.
