USB sound card with Win 7 volume controls

Just got a USB sound card (all be it broken in the post!) im getting the same issue i have with my USB speakers. I have very little control over the volume control.

Using Win 7 volume control i get about 3 different levels that only come into play when the slider is a 3%. Is this a software issue? Or is this how they work with Win 7?

I use a USB headset, which in effect has a built-in soundcard, and I have no problems with Windows 7 volume control. I would say the drivers are at issue, or there is a fault with the soundcard.
