Usb sound malfunction

Whenever i put in my new easycap 2.0 into a usb driver, and i get a sound from it but not the normal sound when new hardware is recognized through usb. Is there any way i can fix this? It doesn't seem faulty. It is meant to work with windows 7 ultimate 64 bit.

Whenever i put it in it's as if it doesn't make the normal sound when you would normally put in a usb drive. It sort've makes a half sound. As if it's not being fully recognized. The light on the easycap comes on, but doesn't get recognized by the pc.
