Used ram high

I have 16gb of ram and windows 7/Aida64 is reporting 11647 in use 4666 free = 71% in use.
This has only started after my upgrade to Asrock Fatal1ty Z77 Pro, Intel 3770k and Asus 7970 top.
Can think why this is, Have I missed something ? which would be my behaviour

And if you can't be bothered to read: Windows 7 does that. If the memory is needed it will free up the ram it's using but doesn't need, after M$ realised that everyone had a whole load of ram going to waste that could be used when other things don't need it

Found out what it was, I think I disabled the Intel 4000 gpu in device manager.
Now only using 2.3gb out of the 16gb.
