I experienced this feature on a friends version of vista the other day (my first time using Vista).
I didnt like it ;)

I know I can switch It off but If I did will It stop the following Issues for me?

1) startup programes beeing blocked (some didnt have the option to enable to allow.)

2) Constant nagging when ever I wish to perform a task (any task).

So In short I want this User Account Control OFF completely and for good lol.

Is this possible...

Yes. I've had it turned off since day 1 and I'm still here.

While it would be of benefit if used correctly, you shouldn't have a problem with it off.

So It would feel a bit more like XP but with a newer interface?

I suppose Im after a more smoother transmission from Xp to Vista on a prebuilt dell xps Laptop system you see.

So with user account control off things should be better right?

(I know dell offer Xp as well but Iwanna make the jump)

You don't need to turn off UAC though, there are ways to make it less invasive. For example, it'll never ask you if you're on an admin account etc.

I'm pretty sure it'll still ask you if you're on an admin account, although it might not if you're logged in as the main Administrator.

The only error with it off im aware of is the installing of Adobe Acrobat Reader v8.0.
UAC has to be on otherwise it'll give 'no temp file space' errors everytime you try to install it.

But apart from the annoying warning every few mins from the taskbar, saying its off, ive noticed no difference with it off. :).

You can make it not ask you if you're an admin - www.tweak-uac.com is the easy way, or you can change the setting in Group Policy manually.

I think you can change that in security centre under "how windows alerts" ,
just change it to "dont alert me".
