user account no install or changing settings

How can i setup a user account on w7 64 ultimate to stop the user installing/un installing anything and changing system settings ?
 
If you create a standard user account for them, they won't be able perform any tasks which require administrator rights. If you have have User Account Control enabled, they will be required to enter the credentials of an administrator user of that system, which hopefully they won't know. This is handy if they would like to perform a legitimate administrative operation, like for instance, installing a game which you then allow, but without the need of having to switch to an administrator account to do so and then switch back. However, by doing so, you're introducing an insecurity to the system and any malware which has infected their account has the opportunity of gaining administrator rights.

If you don't have User Account Control enabled, when ever they try and perform an operation which requests administrator rights, they will simply receive an access denied message. However, as highlighted above, you will be required to switch to an administrator account to perform any operations which request administrator rights. Though, this is securer because any malware which has infected their account will be constrained to that standard user account, excluding any security vulnerabilities that is.
