User Permissions

I want to stop my kids account on Linux Mint (off shoot of Ubuntu as far as I'm aware) installing any applications or making any system changes. Ive Goggled it but can seems to find an easy explanation.

Id appreciate some advice or a point in the right direction.

So if I deselect "administer the system" a user can make no changes at all to the system i.e. proxy settings, installing programs?

A user cannot make system changes unless the root user has spent a long time and a lot of effort destroying the system.
