Using 7900x3d igpu to drive second mini display with rtx3090

Not really. Just bare in mind with windows 10/11 it may still use your 3090 to do GPU work for any apps on the IGP display, you can check in the Windows settings (Settings -> System -> Graphics settings) if certain apps are using High performance (3090) or Power saving (Radeon IGP).

Are there any negative effects from running my main display from my rtx 3090 and my secondary display for information on my 7950x3d igpu?

I had lots of issues with the iGPU so disabled it in the bios. Everytime I boot the PC up windows would set the iGPU as the default GPU for the system and I could never get it to stop doing that without disabling the iGPU

Did you install the AMD driver or not out of interest? I think you can set the primary display in Windows.

Yep I installed the driver, I'm only doing this as I had major stutter on both monitors when I had them both plugged into my 3090 my main is a 175hz hdr gsync panel and the other is a hdmi 7 inch display in my rig for aida64 sensor panel

so the full story is:

I did a clean install, installed Nvidia drivers etc and everything was fine at first. Then windows started doing updates and one of the updates it installed is the AMD driver for the iGPU and as soon as it did that,
Windows set the iGPU as default.

So I uninstalled the AMD driver and that sets Nvidia to default. Problem solved? Nope, next time I start the PC up wouldn't you know windows has reinstalled the AMD driver again... and I couldn't find a way to stop it doing this and so everytime I start my PC the first thing I have to do is uninstall the amd drivers and that was annoying so I disabled the iGPU in the bios.

I also tried just leaving the AMD driver installed and manually setting Nvidia to default in device manager but after a reboot windows would set AMD to default again and ignore my setting

Usually the "default" GPU is whatever the monitor is plugged into, I had problems with 7 and earlier when trying to use discrete with IGP, but 10 and later handles it better. Especially with the added setting on what apps can use what GPU, I have the screens connected to the discrete, then used the Windows graphics settings for example to have browsers and Discord use the IGP then everything else on discrete.

Can't do that with my current home PC though... no IGP :p.
