im using a 27" HD TV as a monitor, and wondered are there any Graphics cards which are HD compatible to get better picture through my tv? is it worth it if this is possible.

What the current connection? What resolution? What G/C

Best option 1360*768 over dvi (if supported - most don't natively but if using a nvidia card it is possible in some TVs to force it using custom timings
)
Second best 1360*768 over VGA (at 50hz if possible and if playing video)

Third best option 720p TV setting using DVI to HDMI cable (the picture is scaled from 720 to 768 so quality is lost).

Usability as a PC as opposed to a media centre/playing games - minimal, get a 24" monitor instead.

All graphics cards should be able to output a HD resolution via DVI, VGA or componant (but not s-video) - HDTVs are effectively low res (but large size) LCD monitors with speakers and a tv tuner.

Almost no lcd support 1360 x 768 over dvi/hdmi if they support any pc input at all it be 1080i/720p some LG will,
most use vga for pc and x360 as a lot do 1:1 pixel mapping at 1360/1368x768
 
Forgot to add most dvi are hdcp because they either normaly got dvi or hdmi and the vga is mostly for pc input as a lot of lcd tv's hdmi are not ment to be used for pc's,it all to do with EDID and if dvi/hdmi hasnot the setting for the rsolutions you cannot display them, people say you can reprogram the EDID but not sure about that.
Think pc input getting better but some still think of a pc input as a afterthought like sharp most models share conponent and vga
