Does Windows update let let you download updates in Windows 11 if you don't use a Microsoft account and opt for a local account?

Is the easiest way to set up the local account while installing windows or after you have installed it?

Yes, while installing Windows.

When you get to the stage where it asks for a Microsoft account do the following

Use Shift + F10 and then type "OOBE\BYPASSNRO" (without quotation mark). Doing that, the PC will reboot and allow you to configure local account without internet.

I would also disconnect the ethernet cable from the PC as well during the install so it does not detect a network connection.
