Using all 4GB under 32 bit windows

I can't remember where I read an article recently but it was along the lines of:

Everyone knows the problem of 32 bit OS only seeing 3.25 GB of RAM so the rest of my 4GB is wasted. Solution: download a free application that utilises the rest of the RAM as a RAM drive.

Does anyone know of the article I am thinking of? Or can anyone point me to a free download that will do this? I am using 32bit XP
