I just cleaned up my old car sub which has been sitting doing nothing since it came out of a previous car. I had a thought, can I hook it up to my pc with the right cables? Like a red and white phono to minijack and getting hold of the right power lead? And what would I need to adjust on phase and LPF Hz?

You'll need some way of creating 12v - with plenty of current.

You'll seriously struggle to find something adequate to power it - even an old power supply probably wouldn't supply the required 12v current to allow it to work properly.

given there is a 15 amp fuse shown in one of the photos , all he needs is 12v @ 15 amps most psu's will do that happily

I would get a second psu to be honest, its not much work to wire in alongside the existing psu. but it should work fine. It's a ported reflex box rather than bandpass, so a little tuning assuming the amp has an adjustable crossover and it should be ok.
