My pci wireless adapter is terrible and useless, but my phone can pick up a full-strength signal easily without any issue. I was wondering if it's possible that I can use it as the wireless receiver for my PC (It's plugged in via USB at the moment)? It connects to my PC via Kies just fine and it would be tremendous if it can tunnel its connection through to my PC.

edit: I've looked at the USB tethering options, but why does it HAVE to use the data plan? Why can't it just use the wifi my phone is currently using? This is a ridiculous oversight

DG834G which is fine as my other five devices in the household all work with 90-100% signal strength. The PC wireless adapter is some general Edimax rubbish that has never ever worked properly but has rapidly deteriorated further recently.

The WiFi AP mode works by bridging the Modem to the wifi receiver and making the modem the default route internally IIRC. This is usually presented to the OS as a feature it can invoke so I think outside of a custom ROM with a rebuilt radio stack it's probably pretty difficult to change it. It's not really an oversight as this situation is extremely remote in use (this is the only case I can think of).
