using virtual machine to run old hardware?

Hi possibly very stupid questions here.. is it possibly to use virtual machine to run a scanner that wont work on my current operating system as dual booting takes up valuable time.
so. I run server 08 -64 bit. my scsi card only works with xp-32 bit can i run the scanner in a virtual machine? or do virtual machines not do that sort of thing...

Virtual machines do not use "hardware".

Nothing stopping you running 32 Bit Windows in a Virtual machine but you cant use the SCSI card in it.
