USPS shipping to the UK: "Processed through office of exchange"?

I've got a package coming from the USA by USPS and tracking shows it for the last day as having reached the UK and being "Processed through office of exchange".

I don't know what value it's been declared as but is this message indicative of it being held by customs? If so, I accept I may have to pay duty/customs and the inevitable handling charge but I just want to know what's happening with it.

Anyone got any experience of this? It's not a message I've seen before when tracking a parcel.

CUSTOMS CLEARANCE PROCESSING COMPLETE
ARRIVAL AT POST OFFICE
DELIVERED
