Personally it sounds like a huge game, but when they said that the singleplayer will have more 'maps' than the multiplayer, it implies that it would be you versus bots.

Tournament games always have been against Bots.

Epic had said that the single-player has a proper story mode though.

That doesn't mean it won't be against bots, they could just have cutscenes in between matches or something, like Unreal Champinship 2 had. Lets face it if someone buys an Unreal Tournament game for single player, theres something wrong with them.
