I know UVD can display BD and HDDVD at 1080p, but can it upscale normal DVD's to this resolution, or would a stand along DVD player, like the toshiba HD-EP30 do a better job of this??
 
Dunno about 1080p, but i've tried upscale to 720p & then did the same with my Denon 2910 to the same res & didn't notice any difference.

From what I know (very little) UVD's principle role is to offload CPU load when decoding HD material (e.g. h.264). So, it does the decoding.

You need to use it (I think) with a stand-alone player (e.g. PowerDVD etc) at which point, the upscaling should be handled and then whacked out the Graphics card at whatever compatible resolution you want.

Whether a HD set up on a PC is "better" than a stand alone player is a matter of personal taste but personally, I can't tell the difference. However, it probably comes down to how good the software is your using.
