V Quick Question re. Attenuation

Hello.

I'm moving into a flat soon, and want the get the ball rolling for getting set up with broadband (ADSL).

If I wanted to find those figures for Attentuation and SNR (anything else I would need?) would I need to have the phone line activated by BT already? I know there's a line in the flat as there is an outlet, but I believe it is not currently 'active'. Can I get those stats without already being signed up to an ADSL provider?

Once I can estimate what speeds I could get on the line, I can then decide on what package I will get.

Also - is my reasoning flawed with this approach? I just want as smooth a transition as possible. It will be a new contract, as I am currently using the home internet connection.
