V-Sync 59fps ?

When running V-Sync, the FPS in the games seems to be wanting to be at 59fps, rather than 60.
It seems to fluctuate between 59 and 60 pretty much constantly according to FRAPS, but seems to be at 59 more often.

It's really annoying as I get the 'hitch' as it skips (?) that last frame.

At least I think this is what's happening just from trying to work it out, may not be though. The sudden jerk and skipped bit is definitely there and happening with V-Sync on though..

Tested in Assassin's Creed 4, Metro Last Light, and Arma 3, and all are doing the exact same.

If I disable V-Sync, I get about 120fps in a certain area of Metro, so it's not for lack of performance.

So what's the deal?

Makes playing games pretty frustrating as constantly getting that skip every second :/

Any help much appreciated.

My monitor is 60Hz and it's set to 60Hz under the Display options in the Control Panel. (which was actually defaulted to 59Hz for some reason which I then changed to 60.., have tried changing it back to 59 but doesn't alleviate the problem)

Just ran the FRAPS benchmark in Metro and Assassin's Creed, both with V-sync on, and in both just staring at the floor so that the performance should be easily handled for more than 60fps. Ran for 60 seconds.

So they're both consistently dropping frames throughout the 60 seconds that I ran it, even though it should and can easily handle over 60 fps without V-Sync on..

But is dropping just 1 frame really that noticeable as to what I'm experiencing? Because I see fairly big and noticeable jerk and shift?

It should be exactly 59.94hz which is used for 3:2 pulldown for movies @ 23.976fps.

A retarded American standard forced upon us. Why they don't use 24fps or 30fps continues to baffle and infuriate me.

And this even the problem? Could it be something else causing this?

Would really like to get to the bottom of it as it's so annoying to try and play with big hitches constantly :(

Either V-sync is trying to maintain 60fps, the monitor Is at 59.94hz so it skips a frame.
Or V-sync is at 59.94fps and monitor @ 60hz so it repeats a frame.
 
Testing in Battlefield 4, it's a definite cycle every 2 seconds (so every 2 sets of frames?)

The first is at 70fps, then the next 69, then 70, then 69, etc..

And when fraps shows 69, I get the hitch where everything seems to jump, every time.

What does this mean? What are my frametimes alternating consistently?
 
Vsync is not perfect, yes it's quite normal for GPU's to run in the 59-59.9 range with vsync on, to get less hitching make sure that triple buffering is on, this will induce input lag however

You can try the above "fix" as well but I find it even worse for hitching etc.

It's why I am looking forward to gsync being released
