V-Sync

Im pretty sure that games ignore vsync settings in windowed mode so yes running in windowed mode should be the equivalent of running without vsync.
 
It isn't that straight forward and it can be on or off by choice or by force, per game, per graphics vendor, per OS. Google it and you'll get mixed responses, along with tools like d3doverrider that people have used to control it.
