Apologies for what might seem like a redundant post since I've already found the fix to my problem, but it took me a while to find the solution so I thought I'd post this for anyone who has this problem in the future.

Problem:
After upgrading from a RTX 3070 to a RTX 3080FE, my Valve Index started showing a light scattering of sparkles or "snow" against dark backgrounds. By snow, I mean individual pixels across the screen briefly flashing white or RGB. It probably happened all the time, but was only visible against dark backgrounds.
At first, I was able to fix this by switching to a different DP socket, so I assumed it was a problem with the card. Not ideal, but having finally snagged an FE drop I really, really didn't want to RMA! However, a couple of months ago it started getting worse, and happening on all three DP ports on the card. After a lot of searching, I found a fix that worked perfectly for me.

Fix:
This turns out to be a known software problem with the Index. For me and plenty of other people, enabling the Steam VR beta and DisplayPort training mode immediately fixes the problem.

A few weeks back I started to get white and blue sparkling pixels on dark scenes. A few years previous I had this happen on my Vive except the sparkles were red, that was because of a damaged cord, so I thought I had the same issue. When I submitted a ticket I was informed of a software problem causing this issue for some people- The fix was to opt into steam VR beta and displayport training mode- compatibility mode a or b (b worked for me).
