Valve - lets charge trolls more

Why don't they just have people watching the servers and kick/banning trolls/cheats?

They could have 10 or so servers each which they flit around and take out idiots. They wouldn't even have to be that effective as once a few are banned then other potential morons would probably think twice about messing around?
