Various Programs Take ages to load, Fresh Install

So just last week i did a fresh format and Install of Windows 10, but im noticing various applications are take a good while to load, which usually involves a black screen and the 'egg timer' mouse curser and the program in a 'not Responding' state. On occasions Google Chrome on first boot up will say 'not responding' for the first 5 seconds or so and jpegs for videos on YouTube aren't loading instantly like they used to

An suggestions on what i should look at?

I assume your RAM is 2 x 8GB sticks? Take one out and see how things run. If OK, take that one out and put the other back in. Does the issue then come back? Other than that perhaps run a chkdsk and sfc /scannow to check the HDD and the OS are OK.
 
I'd be suspicious of an issue with Windows if you installed it only last week. Seems a bit soon for there to be corruption issues. What made you decide to reinstall Windows? If the issues don't go away once you've done the sfc /scannow I'd take a RAM stick out and test one at a time or perhaps do a Memtest.
 
corrupt windows after a week would most likely look into

* Bad memory
* Bad Storage
* Bad shutdowns (while upgrades are taking place)
