Varying CPU frequency

One of our customers has a Xeon "Irwindale" 3GHz server. This chip doesn't have "SpeedStep".

However looking at CPUZ it clearly shows the multiplier/MHz changing very frequently. The multiplier keeps changing between 14 and 15x.

We suspect this is causing faults with a bespoke driver which wasn't designed to take into account the possibility of the CPU frequency changing.

I've already checked to make sure the CPU isn't overheating/throttling.

So what else could be causing this? :confused:
 
This "demand based switching" is in the BIOS but it reads "disabled" and is greyed out... plot thickens :confused: Maybe the BIOS needs updating?
 
Figured it.

It was some setting called "Enhanced Halt State (C1E)" that was causing it. I used a utility called RightMark CPU Clock to turn it off.
