Vcore not showing correctly in CPU-Z

Recently I've noticed the overclock on my 4930K cpu has been unstable. I realised this when i had crashing in games, then when running at stock there was no crashing at all. Anyway, to try rectify the problem, I've switched from my offset voltage to a manual voltage. Atm i'm on 1.32 vcore in bios. However CPU-Z & HWmonitor are showing the vcore as 0.656v idle and under load. However bios is reading at 1.32 vcore?

Its weird as i don't have speedstep enabled and C-States in bios. At a wall here so any help would be appreciated? This has never happend before so unsure what to do next.

Cpu z does the same with my 4770k & MSI Z87_G65 motherboard.
It's set to 1.25v in bios but has always read between 0.25v & 0.65v in cpu-z.

Been like that for 2 years, but it's 100% stable so never bothered worrying about it.
 
Thanks buddy, think I've sorted this out now. However I'm stuck on how to calculate offset voltage again, could someone help me through this as its a right pain?
