Vcore "offset mode" on Z68 extreme4

First question is that I have a stable overclock on a fixed vcore, does this mean when the processor clocks down with speedstep it is still using the same amount of energy?

If the above question is true, I would like to allow the vcore to clock down (like on auto) so I am guessing I would use "offset mode", but what I cant figure out is how to enter a maximum vcore on offset mode so it does not decide to push a stupid voltage thorough the processor under load.

I am very uneasy about not being able to specify an absolute limit on this value, so am I missing it somewhere?

have a look at cpu-z and the likes. mine goes down when on 16x and up when on 48x on fixed vcore. so check out what yours does. i havent found a good way to use offset so have just left it with fixed as, although it doesnt drop as much as it did on default clocks (0.9**v) it does drop when speedstep lowers the multi to 16x.
 
Nah, it stays the same voltage, just the slight fluctuation when going between idle and load.

I am surprised there is no "v-core limit" option like there was on my cheapo gigabyte motherboard from my old build.
