VCore Question thats been bugging me for ages

Sorry for the "daft" - noob-like question - but when I hear people mentioning Vcore - be it "max-suggested" for C2Duos etc

do they mean

(1) Bios setting

or

(2) CPU-Z in windows reading

or

(3) CPU-Z in windows with CPU under load

I currently have my E6600 at 1.5V (bios) - and I keep reading that on air - you shouldn't really go above this - but do they mean what I'm at - or 1.5V actual ?

People mean the voltage setting in BIOS as software isnt the most accurate at measuring voltage(CPU-Z etc)

On the flipside some motherboards may give less voltage than what you have set, so checking CPUz and others is worthwhile
