Not necessarily. I have many modules that will run advertised and tighter timings at much less than recommended VDIMM. Its a failsafe of sorts by the manufacturer, pump enough volts to make sure.. :D Play around and find the lowest volts you can go and remain orthos and memtest stable with the advertised timings. Personally i like to be stingy with the voltage as i've seen countless modules die pretty quickly due to heat, reduction in voltage reduces heat quite a bit.
 
Mothgerboards don't know what voltage to apply to memory, so they go for the "default" voltage. Some higher spec ram will run better at higher voltages - indeed it may not run at the optimal settings they specify unless you run it at that voltage.
