Vector drawing software -> PDF with layers

A friend has asked if I can help make a diagram of cabling around their new property (electrical, network, etc)

Im thinking the output should be a PDF with layers that you can turn on and off.

But I dont know what software that is ideally:
- free
- lightweight

Any suggestions?

Inkscape - I've just used it to create a poster and I believe it's what you're after.
