The only difference seems to be that memory is clocked higher on former.

Check GPU-Z to see what GPU only power reports? At 1000mV it should be around 205W. Is this using ROTTR, because less taxing games or benchmarks will possibly boost higher.
That's because power consuption rises to square of voltage rise.

I was pulling my hair out, everything I previously tried had little or the opposite desired effect and the "voltage floor" HBM value was the key, Ive got a Sapphire Nitro Vega 64 (11275-03-40G) and thanks to your guide Im getting stable 1632/1000 at 1200mv and only just cracking 60 degrees C while under heavy load. Can someone share the settings how to get the same power consume as RX580 has?
I had bought AMD RX580, but it was not good enough (to get 70 fps) for IL2 BoX Series (2550x1440) ... I installed AMD Vega 56 yesterday and it is really hot... I have tried some settings but it still hot.
So my question is, how to configure it that it is about +20% faster as the RX580 and consumes about 150--160 W?
