im having issues getting games to play "smooth" all seem to be playing jerky

What I mean by jerky when you pan left to right and vice versa or action goes fast the picture jerks


Using MSI afterburner my cpu usage is only 25-30% on them so its not a cpu issue it seems

ive also switched to optimised which did fix the slow down in pes 2018 but due to new drivers pes2018 will no longer load without bluescreening my pc
 
In afterburner or the radeon drivers what temps are being reported when playing. Anything north of 80C will get thermal throttling. Is your case well vented as these cards can generate a fair amount of heat.

a) Did you use DDU in Windows safe mode to wipe all GPU drivers for Intel, AMD & Nvidia? After clean up, did you use CCLeaner to fix registry? (before installing any drivers). Did you made sure refresh rate of monitor is correctly set by windows?
b) Do you use 18.12.3?
c) Remove completely MSI AB as is not needed. Use the AMD overlay if you want to observe performance and has much superior tools to tweak the card.
d) If issues persist you need to create (if not exist) game profiles. Go to Wattman settings, and select minimum speed the P7 state. Launch the games from the Wattman.

Considering your monitor is 2560x1440 res 144Hz, it doesn't seem right the CPU usage would be so low, considering pushing 144Hz require lots of CPU grunt.

What kind of settings are you using in the games you mentioned? Nothing crazy like 8xAA etc I hope?
 
I'm not sure of settings I'll have to check but castlevania only let's you change resolution nothing else unless i missed them
Castlevania Lord of Shadow is an old game from 2010, so considering the year that it came out, it is likely that the game engine would may only be using 1-2 threads/CPU cores.

I don't think graphic wise Vega64 would struggle with this game at all, but I am betting that it is the CPU bottlenecking (because of the way the game engine is) the Vega64, and it is what stopping you from getting a solid 100fps+ for the 144Hz monitor.
 
My cpu is 8700k
I've looked at some old reviews, and it would seem that this game is not particularly CPU demanding and it would generally be GPU bounded:

So something is definitely amiss.

In terms of frame rate, have you already check how it is? Is it a case of normally the frame rate is fine, but when it "jerk" it quickly tanks for no apparent reason, and then recover after 1-2 seconds right after?

doom im getting 90-100 fps according to ab but the ms number next to fps goes for 9ms-40 when i pan the screen and it doesnt look like its losing FPS to me

Wrote before. MSI AB & RTSS overlay create issues with AMD cards especially with Vulcan.
You need to remove it and use the AMD overlay
