Vertical lines on screen

Either the card or the monitor, one or the other. Probably his monitor and he wanted a free card, which due to ebay he now has. He's not even gone in and set the resolution.
 
he sent a refund request message through ebay and included some pics of the screen but when he included pics of the card, it wasnt even powered up. I asked him to make a video of this happening while his rig is powered up and to show the steps he took to try and fix it.
 
You could ask him to send in a video showing that the monitor works properly with his old GPU or onboard graphics, as well as one showing it not working with the 270. That should prove whether he's lying and it's just his monitor. Anyway, what would he have to gain from lying about it? He would have to send the card back anyway if he wants a refund.

I'm currently trying to sell my GTX 660 on eBay so hopefully won't have any similar issues. Am I right in thinking if they request a refund you don't have to give their money back until after you receive the item back from them?
 
I had a monitor that did this and I thought it was the gpu at first. If you had it working before you sent it then it's likely his monitor. You could ask the buyer to test his pc with another monitor or tv.

Different cables too, I had a similar problem and it was cable based.

Looks like he's pulled a fast one on you to be honest, unless he send you a video trying multiple monitors with the card you sold him inside.

Did you take pics of the serial no. Etc before you sold it?
 
Didn't even think of that.

Think about it OP, he may have had the same card as yours which was faulty.

He could've already swapped the cards out and sending you the faulty one if you didn't take any notes of serial numbers etc.
