Vertical lines on the screen

A few days ago I was watching a video and I started to get fuzzy vertical lines on the screen. I'm pretty sure the fan on the graphics card stopped at some point and that caused it. It's not so bad now but it still happens for a while and then clears, particularly on videos and borders of web pages. The lines are kind of fuzzy dots that look pink, green, purple etc.

Is there are way to make sure if it's the monitor or the card?
 
test another card?
It sounds more like VRAM failure possibly due to heat. I would clean as much dust as possible off and then RMA if that doesn't solve it. Try clearing all the drivers with driversweeper and then reinstalling the latest ones.
What card is it and is there any warranty left on it?
