Vertical scroll bar slides of screen in IE11?

Probably a horribly stupid question, but I've noticed that on some websites, after I scroll down a bit, the vertical scroll bar slides off the screen, and won't come back until I move the cursor away from where it was and then go back to where the scroll bar should be.
It then slides back onto the screen, I can scroll to where I want, but the bar doesn't stay there, slides off again and I have to do the same thing again.
I presume this is intentional by the website designer, but is there any way to stop it happening?
Probably a setting somewhere, but I can't find it!

Afaik its nothing to do with the webpage but IE11 "clean look".

It happens with almost all websites on mine there's also no current way to turn it off to my knowledge.

Best option install FF? :D
 
It only seems to happen to about 1/3 of websites on mine - not here, for example. I've just had a look and some people are saying to turn off Compatibility View to stop it happening - no idea how to do that, either.
As you can tell, I am a computer EXPERT:cool:, so don't use Firefox - I tend to stick to what I know!
 
The site I linked in the post above yours, for one! Drives me round the bloody bend, I only have laptops so no scroll wheel on a mouse - I know I can configure the touchpad to do the same, but then I'm always hitting it by mistake...
