Hey im looking to help my friend with a build , he wont b using it for heavy gaming or editing just mostly basics, e.g. word processing, msn , internet, watching hd movies, maybe games like sims and command and conquer he said.

He already has monitor, keyboard mouse

I agree. Best thing is to ask your friend what sort of budget he can manage. Once you have that ironed out you can look at what the main needs will be. Obviously you said no heavy gaming so you use a low end budget graphics card. Like a ATI 5550 low profile or something to get you working. The memory and processor are areas you will need to give more attention. But this is still all dependent on budget.
