Very low fps on 3900x + 2080ti system

My friend has this rather new system and he's been having lots of problems recently with performance in games.

Specs are:

CPU: AMD Ryzen 3900X water cooled
MOBO: Asus Crosshair VIII HERO
RAM: 32GB Corsair Vengeance PRO DDR4 3200MHZ
GPU: Asus ROG Strix 2080 Ti - water cooled.
SSD: 1TB Samsung 860QVQ and 1TB Samsung 960 EVO (M2)
PSU: Corsair 850W RMx Series 80 Plus Gold.
Case: Coolermaster Cosmos C700M

Last issues that he's been having is with really low fps.
Fresh Windows 10 install (2004), with only chipset and GPU drivers installed and he's getting 50 fps in menu in Apex Legends, 1440p.
Tried Resident Evil 3 which didn't even run as it's set to DX12 by default. Had to change it manually in the config file to DX11 and the performance is abysmal, 30-40 fps.

Temps are very good, around 40 degrees for the CPU and similar for the GPU. They're not overheating.

Old issues he had with the system, faulty pump that was replaced and faulty GPU (artifacts and BSODs) that was apparently replaced.

He's trying to get a refund and I directed him to OCUK for his next custom PC. Will have to look for a similar specced one around here.

Any ideas with the FPS issue would be appreciated.

Is XMP enabled on the memory ?

Install Cinebench 20 , and run thee multithreaded test ( takes about a minute )

If the score is somewhere between 7000/7200, then you know that the cpu and memory are working fine and it's a graphics issue

Are you using a single pcie power cable ? you need to run 2 seperate power cables .

Power settings set to max performance in windows 10 control panel ?

try updatig the motherboard bios, i know windows 10 version 2004 has had loads of problems and weird glitches since its release, i had small issues which were quickly fixed, via driver updates and new windows updates.

After the bios update re install all drivers and see if the pc works as intended, if not and you can replicate the same issues above it's time to look at hardware as mentioned a quick easy test is cinebench r20 as that loads the cpu and ram, if the test passes with a 7-7200k score then as above that part is working ok, next is to look at the gpu.

Make sure windows power mode is set to high performance or amd ryzen high performance modes and head into nvidia control pannel and set the gpu power managment to max performance too
install msi afterbuner and look at the sensors tab during a game that has a problem, check for temprature, gpu core clock, memory clock and power W.

have a look at the above and see if the pc's performace improves, it should be a monster 4k system so it's a bit odd tbf
 
XMP is enabled. 1st time I checked it wasn't and the memory was running at default frequency. Didn't really make a difference in game which was strange. Also changing from max settings to low settings made little to no difference. 10-20 fps increase.
Both power cables are connected to the GPU, and they're two different cables.

The BIOS was updated last time it was in service, and it's running on the latest released version. I tried the High Performance Power settings and both Ryzen High Performance and Balanced. CPU goes to 4.3 so that's good.
The only thing that was replaced on the last service was the GPU so it might be a faulty one or they messed up something else.

Will try to do the other tests. I know my friend is really ****** of and trying to arrange another pick-up for the monster case - the whole thing is over 20KG.

I think now I also need to check a custom built system on OCUK with similar specs around 4-5K. :)
