Very low GPU usage with RTX 2060

Hey Folks so basically my wee Brother has his first built pc it consists of my Old Ryzen 7 1700 plus a new RTX 2060 and 16gb ram he's trying to game at 1080p but every game he tries and plays the GPU is getting less than 10% Utilisation even as low as 2% in some games Forza Horizon 5 to be specific the CPU is ranging for about 30% to 80% so its not pegged at like 100% which would indicate a bottleneck he was getting only 20 FPS in Forza 5 any ideas is the GPU busted? also has been updated to latest Drivers although the RAM speed is currently 2133 and no chipset drivers installed yet as im not currently able to access the PC directly?

Have you got any power saving options switch on.

May just be one cpu core thats pegged the most slowing it all down.

No power saving options are enabled found out the Memory has 8.1gb Hardware Reserved looked around and its mainly to do with XMP profile not loading so tried enabling it but it never saved assuming Cmos battery needs replacing so ordered a new one also the Memory kit isnt on the QVL but not had any problems with kits in the past so it show be alright correct?
